India’s Endogenous Institutional Challenge of CORRUPTION on her 65th Birthday!
When Jawaharlal Nehru addressed the nation at midnight of 14th August 1947 with his famous ‘TRYST WITH DESTINY SPEECH” ,our country was succumbed to several tectonic pressures and hindrances. We were left with a debilitated Indian story after more than 200 years of British Rule. Under such conditions it was the dreams of our leader’s, the aspirations of we Indian’s and the zeal and passion of one and all that gave the much needed stimuli and unshackled India in true spirit. 64 years hence, the nation’s journey on the path of Economic, social and political progress and nation building has taken the country to an important milestone .Encountering the bumps and speed breakers on its way like “the hindu rate of growth of 3.5% during the 1960’s and 1970’s” we managed to cross over and the motion steered towards rapid economic progress after the LPG policy of 1991. Much has changed since then but the Spirit of India has recently taken a beating. India today is standing at a very important phase in its Economic history. On one hand it is reflecting strong economic fundamentals .With GDP growth in the range of 8-9%, India is considered to be the fourth largest economy (PPP terms). Coming out Unscathed during the recent financial crisis , India has played a cooperative and a pro-active role in shaping International efforts of G-20 to combat and prevent future instances of such tumultuous turmoil. Slowly, India along with other emerging BRICS country is getting a due recognition in International financial governance. With a diversified and ever evolving Foreign policy …India is moving towards a harmonius relationship with its immediate neighours, its traditional allies as well as through it Look East Policy its engaging constructively with the East Asian neighours .Be it the developmental assistance in Afganistan or the credit lines and support to Bhutan , or the resettlement and development assistance to Sri Lanka ..India is rising to the opportunity to develop and live happily with its immediate South Asian friends. The last year’s visit of head of state of all the 5 UNSC members and their reaffirmation in the evolving status and power of India signifies the rise of INDIA.
In spite of being resilient and doing exceptionally well on these counts …India in 2011 (at the 65th milestone in her journey) is mired with the ENDOGENOUS INSTITUTIONAL CHALLENGES. The streams of “G”s corruption be it the CWG or the 2G or the Adarsh scam and the like have slowly but surely started impacting the delicate fabric of India’s spirited institution. Corruption has become the “in-thing” in India . The revolutionary pieces of legislation like the RTI coupled with the flattening of the world in terms of information flow has enmeshed the whole country and served as a means to highlight the “malaise of corruption” in Public life in India. The “Judicial Activism” has also played its role especially in the context of “Black Money Issue”. No doubt a challenge of the nature of “Corruption” that pervades many aspects of Indian life need to be circumvented head on. The role of the Lokpal Bill and the subsequent civil society movement helped to arouse a feeling of hope , a feeling of “Yes , we can do something about this problem”. But, unfortunately , the intermediate transmission and the net effect of all this has been to dampen the spirit of India . The recent PMEAC’s warning and the downgrading of the expectated GDP growth is just one indicator. The regular daily revelations of corruption in X or y arena has almost created a complex, self-regulating socio,pshyco, eco and political vicious circle with no easy escape. A feeling that due to corruption àeach facet of Indian life is prone to be porous àdemoralises human spirit or succumbs them to low level of enthusiasm àdelays decision making and action by manyàtarnishes India’s image say as an investment destinationàadverse effects for the SPIRIT of True India. The situation is turning so bleak that with each morning news paper article deciphering another CAG report of corruption or the “LOKJAM” between Pro-Anna and Pro-Government factions-an average reader after perusing through them feels…”Everything is hopeless...Nothing can be done” and this is the least dose of pessimism that India in 2011 demands .
This is not to suggest that we should accept the cancer called “Corruption”. Some claim that its already malign and that nothing can be done. I would say its still not malign and much can be done to prevent its spread and influence. It’s time to make such symptons and the relevant remedies ultra transparent and inclusive. Let’s try to be more mature when dishing out the news of corruption on the information palate of an Indian by our news media. At the same time there is also need for wiping out the ‘information asymmetry “ in any such case. Let the average Indian be empowered with all the relevant information and make him capable to decide about the state of things rather than imposing a pre-determined notion on him/her.While on the one hand an all out effort should be made to bring in more transparency ,on the other hand some institutional and affirmative policy structures need much more emphasis and support. The move towards e-Governance is one such effort.Mobilise and strengthen an average Indian with knowledge and pragmatism and match it with accountability on the side of the deliverer of public /private goods and services so that the skewed power relation vanishes. This in turn,will catalyse “peer-pressure” and ensure that need does not arise to legitime “bribe-giving” as suggested by kaushik Basu (Chief Economic Advisor to the Ministry of Finance) recently as a means to meet the challenge of corruption. Corruption in India affects all but especially the one’s at the lower stata of the social-economic Pyramid like a simple rural landless labourer. This labourer has to bear the brunt of this “malaise” more than anybody in the presence of skewed power relations in Indian system. When this labourer is denied his payment inspite of working under MGNREGA (as reported recently in Jharkhand) …..one is bound to think what can be more heinous than this to devoid a basic sustenance wage to a person who has been guaranteed the same under the world’s largest and ambitious employment Guarantee scheme. If we arm this labourer with suitable policy options,make him aware about it, empower him adequately and match it with accountability on the side of the higher echelon of policy implementation …perfect correlation or atleast a high degree of correlation is bound to fructify in Indian scenario. It is pertinent here to mention that ensuring “accountability” though a morally sound aim is the need of the hour but its easier said than done. It should be however remembered that human behavior is always averse to punishment and social ostracization and adverse peer relations….This complex set of factors can be then picked up to mould a sound policy action to ensure accountability. If an environment is tried to be created where beyond a certain confidence levels(in strict statistical terms) or simply put where beyond a certain level slight slack of effort is sure to attract punishment and social/public pressure to rectify the same ….situations can become more conducive to revive back the resilience of Indian spirit. The need of the hour is to work on such a social engineering design.A root cause of corruption is also traced to the anamolies of the Political funding in India’s democractic setup. It’s time India treaded on the path of “Reforms” ..but this time not restricted to Economics rather making it more holistic in terms of Electoral and political reforms as well.
Its time when we as responsible Indians (especially the young dynamic youth) should rise to this challenge. It’s time to unshackle ourselves from the “un-freedom” of Corruption in an inclusive and affirmative manner. This is not the time to sulk! Instead it’s time to rise to the rare opportunity to tap on the potentialities of strong Economics, Demographics and culture and attain a “Special Independence “in this Flat world. ..Independence from the corruption.
We gave the world “0” (zero) ,without which no worthwhile scientific discovery could have been made .Let’s give the world another gift……by being the epitome of CORRUPTION FREE WORLD’S LARGEST DEMOCRACY” for the world to emulate and inspire.
